The delay, and when it starts

The City does not post an issuance delay. The permit is valid 12 months for a building under 4 storeys (24 months at 4 storeys and more); the foundation and structure permit is valid 3 months for 1 to 3 dwellings and 6 months for 4 to 30 dwellings.

The documents to prepare

The City asks for: every document to scale; after issuance, the City requires the assembly plan (joists and roof trusses), the compaction report after excavation and a certificate of location once openings and balconies are in place; additional documents may be requested at the applicant's expense.   2. Have the site plan prepared by a land surveyor and, if the lot is created for the project, get the subdivision permit first.
  3. File a complete application. The official delay only starts then: an incomplete file is the first cause of delay everywhere in Quebec.
  4. Pay and display the permit, then respect the start and completion deadlines, or the permit is renewed at your expense.
  5. Request the inspections at the planned stages (foundations, structure, end of work) and keep the permit, the approved plans and the invoices: on resale, the buyer and the notary will ask for them.

Work without a permit: what it costs on resale

An extension, a garage or a basement apartment built without a permit does not disappear at the sale: the new certificate of location shows it, the seller's declaration requires you to declare it, and an informed buyer negotiates the price or demands regularization. The municipality can fine you and, in serious cases, order demolition. Before selling a converted property, have the permits checked by a broker from the team: that file is settled before the first showing, not at the notary's.
