A discretionary application (minor variance, PIIA, PPCMOI) follows a path of about 10 months. A building built before 1940, a heritage building or a 1-to-3-dwelling building in an old neighbourhood goes through the demolition committee first.

The five steps, in order

  2. Have the site plan prepared by a land surveyor and, if the lot is created for the project, get the subdivision permit first.
  3. File a complete application. The official delay only starts then: an incomplete file is the first cause of delay everywhere in Quebec.
  4. Pay and display the permit, then respect the start and completion deadlines, or the permit is renewed at your expense.
  5. Request the inspections at the planned stages (foundations, structure, end of work) and keep the permit, the approved plans and the invoices: on resale, the buyer and the notary will ask for them.

Work without a permit: what it costs on resale

An extension, a garage or a basement apartment built without a permit does not disappear at the sale: the new certificate of location shows it, the seller's declaration requires you to declare it, and an informed buyer negotiates the price or demands regularization. The municipality can fine you and, in serious cases, order demolition. Before selling a converted property, have the permits checked by a broker from the team: that file is settled before the first showing, not at the notary's.
