The official permit fee in Terrebonne, the delay and when it really starts, the work that needs none, the documents that block, and what unpermitted work costs on resale.
The building permit in Terrebonne in 2026: Form P-02 refers to the “fees payable under the tariff by-law in force” (by-law 2527, 2026 tariff), whose planning-fee schedule is not attached to the version published online: the amount is confirmed with the Direction de l'urbanisme durable. Delay: the City does not post an issuance delay. Every new main residential building goes through form P-02 (updated 13 July 2026); an extension goes through P-05 and an alteration without extension through P-19. Fees are added for garbage and recycling bins and for the connection to municipal services.

The City does not post an issuance delay. Depending on the sector, the project is subject to the PIIA by-law (form U-01 for 1 to 2 dwellings, U-02 for 3 dwellings and more) and then requires executive committee approval before the permit.

The City asks for: a site plan prepared by a land surveyor, the cost of construction and landscaping work, the owner's power of attorney if needed and, when it applies, a stormwater management plan signed by an engineer under schedule 04 of by-law 2607. In a flood zone, the site plan must show the high-water mark, the shoreline, the slope, elevations and the 0-20-year and 20-100-year zones, with an engineer's report and flood-proofing plans; in a landslide-prone zone, a surveyor's plan locates the exposed area. An extension, a garage or a basement apartment built without a permit does not disappear at the sale: the new certificate of location shows it, the seller's declaration requires you to declare it, and an informed buyer negotiates the price or demands regularization. The municipality can fine you and, in serious cases, order demolition. Before selling a converted property, have the permits checked by a broker from the team: that file is settled before the first showing, not at the notary's.

A fine, a stop-work order and, in serious cases, an obligation to restore. On resale, unpermitted work shows on the certificate of location and in the seller's declaration: it is then paid for in negotiation or in regularization.
