Longueuil agglomeration 2025-2027 assessment roll: +37 % on your home, and then what?

Your assessment notice went up 37 %. Here is what it changes for your taxes, what it does not change for your sale price, and when a review is worth it.

The 2025-2026-2027 property assessment roll of the Longueuil agglomeration (Brossard, Boucherville, Longueuil, Saint-Bruno-de-Montarville and Saint-Lambert), filed on September 30, 2024 and in force since January 1, 2025, reflects the market as of July 1, 2023. The value of the property stock went from $78.3 billion to $109.6 billion (+40 % in three years); residential rose about 37 %, the average single-family home going from $473,200 to $656,400. A higher assessment does not automatically mean higher taxes, since towns adjust their rates. And it does not say what your home is worth today: the market kept moving after July 2023.

What it changes for your taxes: less than the number suggests

The tax bill is the product of the assessed value and the rate set by the town. When the roll rises 37 % on average, towns lower their rate so as not to capture that growth mechanically, the non-capture principle Longueuil refers to. What matters to you is not your increase but the gap between your increase and your town's average. A house up 45 % in a town at +37 % will see its share of taxes rise; a house at +30 % will see it fall proportionally.

What it does not change: your sale price

The roll value is that of July 1, 2023. Since then, the market moved: the APCIQ barometer for Q2 2026 gives a median single-family price of $803,000 for Brossard and Saint-Lambert (+7 % over twelve months), $800,000 for Boucherville and Saint-Bruno, $623,000 for Old Longueuil (+6 %) and $602,500 for Saint-Hubert (+5 %). A house assessed at $656,400 may be worth significantly more, or less, depending on the street, the condition and the timing. When to request a review, and when not to

Quebec's Act respecting municipal taxation allows a request for review of the assessed value, with fees, within a period that runs after the roll comes into force (as a general rule, before May 1 of the following year); after that, a review is possible only in specific cases (a change to the roll, an event affecting the property). A review is worth it if the assessed value is clearly above what your property was worth on July 1, 2023, with evidence: comparable sales from that time, an error in area or characteristics, the condition of the building. Contesting because the increase "seems" high, without comparables, almost always fails. Check applicable dates and fees with your town before filing.

My assessment rose 37 %, will my taxes rise 37 %?

No. Towns adjust their rate when the roll rises. Your bill moves according to the gap between your increase and your town's average, and according to the year's municipal budget.

Is the municipal assessment my home's value?

No. It is a mass estimate of value as of July 1, 2023. Market value is measured on recent, comparable closed sales. We compute it free within 24 hours.

Can I still contest the 2025-2027 roll?

The general review period has passed. A request remains possible in specific cases provided by law (for example a change to the roll or an event that changes the property's value). Check with your town.
