The map in force in Terrebonne and Mascouche, what the City put in place, what the 2026 framework allows, and the checklist for a house near the Rivière des Mille Îles and the Rivière Mascouche.
Flood zone in Terrebonne and Mascouche in 2026: The maps in force remain those of the zoning by-laws: in Mascouche, schedule C (flood zone map) of by-law 1103 is requested from the City by form, with schedule I of landslide-prone areas. After the 2017 and 2019 floods, the government modernized its policy for the protection of shorelines, littoral zones and floodplains; the draft by-law on water environments (RMUN) was adopted in June 2024 and put to consultation from 19 June to 17 October 2024, and Terrebonne supported the CMM's brief. The modernized regulatory framework of 1 March 2026 applies: new residence prohibited in the moderate, high and very high classes and in the high-current zone, permitted under conditions in the low class; rebuilding under conditions; maintenance permitted. Before buying near the Rivière des Mille Îles and the Rivière Mascouche: the written class for the address, an insurance quote with the flood endorsement, a lender's position (Desjardins no longer lends in high-current zones since February 2024), the certificate of location and the seller's declaration. In Terrebonne, permit form P-02 already requires, for a shoreline lot, the elevations of the 0-20-year and 20-100-year zones. The new-generation preliminary maps of the Communauté métropolitaine de Montréal (published in September 2024) were presented to owners on 26 February 2025, but the City specifies that they are not yet officially in force.

During spring floods, the City publishes the state of the Rivière des Mille Îles with Hydro-Météo data, monitors frazil ice and distributes sandbags through its municipal civil security organization.
The Bureau des citoyens (450 961-2001) answers questions on the maps, and the Direction de l'urbanisme durable requires, in a flood zone, a land surveyor's site plan with the high-water mark, the shoreline, the slope and elevations, then an engineer's report and flood-proofing plans before any permit. In Mascouche, schedule C is requested online before buying. The modernized framework's rules apply everywhere: new residence prohibited in the moderate to very high classes and in the high-current zone, rebuilding under conditions, maintenance permitted; the detail is in renovating or rebuilding in a flood zone.
The written class, the certificate, proof of restoration or immunisation, an insurance quote for the address and a lender's position: that is the file that defends the price, described in selling a house in a flood zone.
