Chartered appraiser or broker: which one you need for your situation, what each costs, and what neither does.
In Quebec, "home appraiser" designates two professionals: the chartered appraiser, an OEAQ member, who produces a paid formal report (a few hundred dollars) required by a lender, a separation, an estate, a roll contestation or a dispute; and the real estate broker, who produces for free a comparative market analysis based on comparable closed sales, to set a selling price or build an offer. Neither uses the municipal roll as a value. The Loaa and Manseur team does the comparative evaluation on site, for free and without obligation.
In Quebec, "home appraiser" covers two realities. The chartered appraiser is a member of the Ordre des évaluateurs agréés du Québec (OEAQ); they produce a formal, signed, enforceable, paid appraisal report. The real estate broker produces a comparative market analysis (CMA): the comparable closed sales of the last twelve months, adjusted, to set a selling or buying price; it is free and without obligation, because the broker is paid at the sale. Both start from the same sales; they do not serve the same purpose.

Yes for its purpose: it relies on the comparable closed sales in the Centris system, which online tools do not have, and it gives an explained range. A good broker shows you the comparables and the adjustments, and tells you what would put you at the top or the bottom.
