At 98% of asking, Joliette is a city where plexes are negotiated: 2% on average between the listed price and the paid price, and more on buildings that linger. For a seller, the starting price has to anticipate that negotiation without inviting it: a plex listed 8% too high draws offers 15% too low. For a buyer, an offer under asking is the norm here, especially on a building listed for more than a month or whose rents are below market.
