Quebec Election 2026 · Housing
Quebec votes on October 5. Housing sits at the centre of the campaign, and the five parties are not proposing remotely the same thing. Here is what each one published, with the figures and the sources, and above all the one distinction that counts: what is in force today versus what is promised.
What is IN FORCE today
One major tax measure already applies: the refundable tax credit for home ownership access, announced in the information bulletin of 17 April 2026 and available as of the 2026 taxation year.
- Refunds up to $5,875 of the transfer duty: 100% of the first $5,000, then 25% of the next $3,500.
- Reduced by 2.35% of the excess of the tax base over $750,000, and nil from $1 million.
- Covers homes acquired after 31 December 2025. $140 million a year, 38,000 first-time buyers a year.
- An advance payment is available, to be applied for by December 1 of the tax year.
What is PROMISED, party by party
Coalition avenir Quebec
The outgoing government created the credit above, announced on 17 April 2026 by Premier Christine Frechette. According to the Department of Finance, a first-time buyer can today stack three tax measures for a maximum of $8,444: $5,875 from the refundable credit, $1,400 from Quebec's non-refundable credit and $1,169 from the federal credit.
Quebec Liberal Party
In its financial framework of 13 September 2026, Charles Milliard's Liberals intend to end the refund of transfer duties for first-time buyers and restore the sales tax on certain food products, for roughly $250 million a year by their calculation. Radio-Canada notes that to date the Liberals are the only party promising to end it. On housing supply, the party announces $1.5 billion for 40,000 social and affordable units over five years, a target of 10,000 units a year by the end of the mandate, and 50% prefabricated construction.
Parti quebecois
A QST rebate of up to $45,000 for first-time buyers of a new or self-built home, and the first-home tax credit raised from $1,400 to $3,000. The plan also includes harmonising the building code, a certification route for prefabricated buildings and a 30-day target for permits.
Quebec solidaire
Cap rent increases at inflation within the first 100 days of a mandate, then establish permanent rent control. The plan has seven pillars, including the massive development of social and community housing. According to a Leger poll published on 29 August 2026 and cited by the party, rent control has the support of 74% of respondents, the second most popular measure of the campaign.
Parti conservateur du Quebec
Plan released on 11 September 2026: allow landlords to require a security deposit, which article 1904 of the Civil Code currently prohibits, exempt vacant and renovated units from rent control, loosen the CCQ regime, partially remove residential work from the R-20 statute, and cut the number of regulated trades from 25 to 7, as in Ontario.
Who is affected by what
- First-time buyer: the CAQ delivered a measure that is in force, the Liberals want to abolish it, the PQ proposes a more generous one limited to new construction.
- Plex owner or buyer: QS and the PCQ propose opposite directions on rent control and security deposits.
- Seller: no platform targets the sale of an existing property directly. Any effect would come through demand, not a new tax.
The voting calendar
- Monday, October 5, 2026: polling day.
- 27 and 28 September: advance polling.
- 25 and 26 September, then 29 September to 1 October: voting at the returning officer's office.
- 14 September to 1 October: registering or updating on the list of electors.
