The commitment, word for word

In its release of 30 August 2026, Quebec solidaire spokesperson Ruba Ghazal states that a Quebec solidaire government would cap rent increases at inflation within the first 100 days of its mandate, and then establish real rent control "to prevent abuse and calm the market in the long term."

Candidate Andres Fontecilla describes the mechanics: capping at inflation in the first year, then giving the Administrative Housing Tribunal the means to do its job.

The measured support

The release cites a Leger poll published on 29 August 2026: government control over rent increases has the support of 74% of respondents, making it the second most popular measure proposed by any party in the election.

For an owner, that number matters more than the measure itself. A policy backed by three Quebecers out of four does not disappear because one party loses an election. It comes back.

The plan's seven pillars

The plan is built on seven priority areas: regaining control of rent prices, better protecting tenants, fighting speculation and penalising abusive landlords, massively developing social and community housing, easing access to ownership, building and renovating homes that match the population's needs, and resolving the homelessness crisis.

What it changes in a plex buyer's math

A plex is bought on net income, and that income depends on the rent trajectory. Today the Administrative Housing Tribunal sets a method for calculating increases, but a lessor can ask for more and a tenant can refuse. A formal cap at inflation turns a range into a limit.
