The land decides everything: owned or leased, and in which park. Here is what changes for financing, warranty, taxes and resale, with no invented figure.
Buying a mobile home in Quebec is decided first by the land: on an owned lot, the home is financed and sold like an ordinary property; on leased land in a park, the land lease falls under the Tribunal administratif du logement, which provides a rent adjustment for snow removal costs, and financing depends on the lender: since 25 October 2024, National Bank accepts mortgage financing applications for a mobile home on leased land, provided the lessor is a city or municipality, a mobile home park recognized by the Bank or Rio Tinto Alcan. A new factory-built home installed turnkey by a manufacturer or an accredited contractor is covered by the GCR warranty; a used mobile home is not. The checks: the lease and its term, anchoring and immobilization, the state of the chassis and floor, electrical compliance, the welcome tax on the transaction, and resale within the park. On land you own, a mobile or factory-built home immobilized on its foundations is an immovable like any other: ordinary mortgage, welcome tax, certificate of location, resale on Centris. On leased land, you own the home and rent the ground: the Tribunal administratif du logement has jurisdiction over the lease of land intended for a mobile home; for mobile home parks, a rent adjustment item is provided for snow removal costs, according to the actual change in costs from one year to the next; a form “Adjustment to legal requirements, lease of land intended for the installation of a mobile home” exists. Since 25 October 2024, National Bank accepts mortgage financing applications for a mobile home on leased land, provided the lessor is a city or municipality, a mobile home park recognized by the Bank or Rio Tinto Alcan; a movable hypothec and an immovable hypothec on the home alone are registered, the lease must be in order and assigned if required (notice to notaries of 8 October 2024). Other lenders each have their own policy; on leased land, several require a personal loan rather than a mortgage, and the answer depends on the home's age, its immobilization and the term of the lease. The Garantie de construction résidentielle covers the multifamily building of two to five dwellings “intergenerational, duplex, triplex, etc.” and the factory-built home: if the turnkey sales contract is signed with the manufacturer, the manufacturer registers the unit; if it is signed with a general contractor, the contractor does; if the home is bought from the manufacturer and installed by a contractor, only the installation is covered and the general contractor registers it. A used mobile home, for its part, is sold with or without the seller's legal warranty, like any used property; the inspection matters all the more. See factory-built home: warranty and financing.
The welcome tax applies to the transfer of an immovable; on leased land, whether the mobile home is an immovable or a movable is settled by its immobilization, and the notary decides. A new home from a manufacturer is taxable (GST and QST), with partial rebates under the thresholds: see taxes on a new home.
