Building in Quebec: the complete guide, from the land to the permit, from the GCR warranty to new-home taxes

Building · Guide · 15 September 2026

All our pages on building, sorted in the order of a project: the land, the permit, the warranty, the money.

Building a house in Quebec happens in four workstreams that each have their page: the land (eight checks, welcome tax on a lot, FHSA), the building permit (official fee and delay of Montreal, Laval, Quebec City, Gatineau, Sherbrooke, Lévis, Trois-Rivières, Shawinigan and Victoriaville, read on 15 September 2026), the GCR warranty (deposits up to $50,000, completion up to $300,000, 1, 3 and 5-year periods, claims) and the money (GST and QST on a new home with the $6,300, $9,975 and $50,000 rebates, the construction loan in draws, the fourteen-item budget). This guide links those pages, plus our existing guides on the preliminary contract, factory-built homes, the agricultural zone and boundary marking.

1. The land

2. The building permit, city by city

Official fee, real delay, exempt work and documents, read on 15 September 2026 on each city's website.

For an extension rather than a new build: extending your house in Quebec (in French), and the small works that need a permit (in French).

3. The warranty and the contract

4. The money

Frequently asked questions

Where do you start a construction project in Quebec?

With the land and its zoning, before the plans: an unbuildable lot or a zone that does not allow your project makes everything else useless. Then the budget, the financing, then the permit.

Is building cheaper than buying?

It depends on the land, the sector and what you do yourself; sales taxes, interest during the build and double housing come on top of the quotes. Our new home or resale page and a broker from the team put the three scenarios side by side, with the real sales of your sector.

Who protects a new-home buyer?

The Civil Code's preliminary contract (10-day withdrawal), the GCR guarantee plan (deposits, completion, 1, 3 and 5 years) when the contractor is accredited, and the legal warranty against hidden defects.
