One law, three brackets for everyone, then fifty by-laws: this is why your welcome tax depends on the city. The forty 2026 grids, read at the source, in one table.

The welcome tax is identical everywhere in Quebec up to $500,000 ($5,610.50), then each city sets its rate up to 3% on the excess. Of the 50 cities verified at the source in September 2026, 32 apply 3% from $500,000 (Laval, Brossard, Terrebonne, Lévis, Sherbrooke and others), five raise the threshold to $615,600, $619,300, $630,100 or $750,000 (Châteauguay, Vaudreuil-Dorion, Longueuil, Beaconsfield, Blainville), and a dozen use intermediate rates of 2% to 2.5% (Quebec City, Saguenay, Beloeil, Sainte-Julie, Dorval, Pointe-Claire, Kirkland, Magog). Montreal has its own seven-bracket grid. On a $600,000 house the gap between the cheapest and the most expensive city is $1,500; on $1,200,000 it exceeds $6,000. The first-time buyer credit (up to $5,875) is the same everywhere and is reduced above a $750,000 tax base.

How to read this table

Every city applies the same grid up to $500,000: 0.5% up to $62,900, 1% up to $315,000, 1.5% up to $500,000 (2026 amounts, indexed every January 1). On a $500,000 house the tax is therefore $5,610.50 everywhere, and a first-time buyer gets it back in full through Quebec's 2026 refundable credit. Above $500,000, each municipality sets its own rate by by-law, up to 3%: that is where the differences come from. The table shows the surcharge each city applies, the tax on three prices, and the 2026 comparative factor applied to the municipal assessment when it is higher than the price paid.

What the table shows

On a $600,000 house, the cheapest cities are Beaconsfield ($7,110.50), Blainville ($7,110.50), Longueuil ($7,110.50), Châteauguay ($7,110.50), Vaudreuil-Dorion ($7,110.50): they do not surcharge yet at that price, or barely. The most expensive are Westmount ($8,610.50), Laval ($8,610.50), Terrebonne ($8,610.50), Repentigny ($8,610.50), Mascouche ($8,610.50), which apply 3% from $500,000. The gap reaches $1,500 on the same house.

On $1,200,000, the order changes: Montreal ($19,825.50), Kirkland ($20,610.50), Pointe-Claire ($21,310.50) stay the cheapest thanks to rates of 2% to 2.5% above one million, and Westmount ($26,610.50), Laval ($26,610.50), Terrebonne ($26,610.50) are the most expensive. Montreal, with its seven-bracket grid, stays in the middle up to $1,104,700 and becomes the most expensive above $2,136,500.

Five cities have a surcharge threshold above $500,000, indexed with the third bracket of the Act: Longueuil and Beaconsfield ($630,100), Vaudreuil-Dorion ($619,300), Châteauguay ($615,600) and Blainville ($750,000). Between $500,000 and their threshold they charge 1.5%, which saves $1,500 to $3,750 compared with a city at 3%.

The first-time buyer credit, the same everywhere

Since January 1, 2026, Quebec's refundable home-ownership tax credit refunds 100% of the first $5,000 of transfer duties and 25% of the next $3,500, up to $5,875, on a first principal residence, whatever the city. It is reduced by 2.35% of the tax base above $750,000 and falls to zero at $1,000,000; the buyer must not have lived in a home they or their spouse owned in the year of purchase or the four previous years. Each grid was read on the municipality's website or in its by-law (transfer duties page, by-law on the rate above $500,000, official calculator) on September 7 and 8, 2026, then recomputed with the 2026 provincial brackets published by the Ministère des Affaires municipales. City pages give the by-law number, the payment terms and the examples. Grids change on January 1 (indexation) and whenever a council adopts a new by-law: check the date on each page.

Frequently asked questions

Why does the welcome tax change from one city to another?

Because the Act respecting duties on transfers of immovables sets the first three brackets for all of Quebec but lets each municipality decide, by by-law, the rate on any bracket above $500,000, up to 3%. Under $500,000 the tax is identical everywhere.

Which city has the cheapest welcome tax?

Under $500,000 all are equal. On a $600,000 house, Beaconsfield ($7,110.50), thanks to a higher surcharge threshold; on $1,200,000, Montreal ($19,825.50), thanks to a rate capped below 3%.

Is the tax computed on the price paid or on the assessment?

On the higher of the two, the assessment being first multiplied by the year's comparative factor. In a rising market it is almost always the price paid; on a sale between relatives or below assessment, it is the adjusted roll.

When does the bill arrive?

A few weeks to three months after the deed is registered at the Land Register, depending on the city, and never at the notary. It is paid in one instalment within 30 days except in the cities that spread it (Quebec City, Drummondville, Magog, Saint-Jérôme, Mascouche, Mirabel).
