It is the best news of the year for first-time buyers in Quebec, and most of them have not heard it yet: the welcome tax paid on a first home is now refundable, up to $5,875, retroactive to January 1, 2026.
Since 2026, the Quebec government refunds part of the land transfer duties, commonly called the welcome tax, to first-time buyers: 100% of the first $5,000 paid and 25% of any excess, up to a maximum refund of $5,875. The measure is retroactive to January 1, 2026. Main conditions: you must be an individual buying a first principal residence priced under $1,000,000, and the buyers must not have owned property in recent years. You first pay the bill sent by your municipality, then claim the refund from Revenu Québec; advance payment mechanisms are expected in fall 2026. Quebec estimates about 38,000 first-time buyers will benefit each year, with average assistance of roughly $3,700 per household. The fine print belongs to Revenu Québec, and it is worth confirming your eligibility before you count on the money, especially for couples where one partner has owned a home before. The reflex is the same as for the first-time home buyers' tax credit: confirm before the purchase, not after.
The practical point: you still need the cash on hand to pay the municipal bill first. The refund softens year one; it does not replace the provision you set aside at purchase.

Finances Québec's Information Bulletin 2026-2 adds a detail that matters on the South Shore and in Montreal: the credit is reduced by 2.35% of the portion of the tax base above $750,000, and reaches zero once the base hits $1,000,000. On an $800,000 home, the maximum credit of $5,875 becomes $4,700; on $900,000, $2,350. The credit never covers the supplementary duty, and only one credit is granted per home when several buyers qualify. Advance payment is available from October 2026 when the eligible amount exceeds $1,000.
